Schumer–Rounds UAP Disclosure Act and its December 2023 cut

What was proposed. The 64-page amendment defined "non-human intelligence" and "technologies of unknown origin", created a nine-member review board appointed by the President, required all UAP records to be transferred to a National Archives collection, and gave the federal government eminent domain over any recovered technologies or biological evidence held by private persons. Co-sponsors included Rubio, Gillibrand, Heinrich and Young. (FACT.)

What followed. In the December 2023 conference, House Armed Services Chairman Mike Rogers and Intelligence Chairman Mike Turner opposed the board; the enacted NDAA kept the records-collection and disclosure presumption but dropped the board and eminent domain. Schumer and Rounds reintroduced the measure in 2024. (FACT.)
