Jay Stratton is a former Defense Intelligence Agency officer who worked on the AAWSAP programme in the late 2000s, including on-site at Skinwalker Ranch, and later directed the Navy-led Unidentified Aerial Phenomena Task Force from 2020 until his departure in 2021. David Grusch has said Stratton was his supervisor on the task force. Stratton has since joined the private firm Radiance Technologies and has spoken publicly only rarely.
His posts are documented in congressional and press reporting, and the 2021 book Skinwalkers at the Pentagon gives him the pseudonym 'Axelrod'. Claims about what he saw or concluded come largely from others: Eric Davis places him at the centre of the task force's retrieval inquiries, and he was among those Grusch says he interviewed.
