What happened. After the Washington sightings of July 1952 the CIA's Office of Scientific Intelligence asked Robertson to convene a panel including Luis Alvarez, Samuel Goudsmit, Thornton Page and Lloyd Berkner. Over four days they reviewed cases and films, including Tremonton and Great Falls, and concluded the reports were explainable and that the danger lay in channels being clogged by reports during a Soviet attack. What followed. The panel recommended debunking through mass media and watching civilian groups; Project Blue Book's mandate shifted toward explanation. The report became public in stages from 1966 and in full in 1975. (FACT.)
