Hal Puthoff

Harold Puthoff is a physicist who, with Russell Targ, founded the remote-viewing research programme at Stanford Research Institute in 1972 that was funded by the CIA and later the Army and DIA under names including Stargate. He left in 1985 to found the Institute for Advanced Studies at Austin and EarthTech International, worked on zero-point-energy and 'metric engineering' concepts, and was a contractor to the Defense Intelligence Agency's AAWSAP programme, for which he wrote or commissioned a number of the Defense Intelligence Reference Documents. He co-founded To The Stars Academy in 2017.

The programmes he ran are documented: Stargate's files were declassified in 1995, and the AAWSAP papers have been released. What remains contested is their yield. A 1995 review for the CIA by Jessica Utts and Ray Hyman split on whether remote viewing showed a real effect, and the DIA reference documents are speculative physics papers rather than reports of results. Puthoff has said he was briefed on recovered materials and has described analysing samples; the materials themselves have not been publicly identified.
