Harald Malmgren (1935–2025) was an economist and trade negotiator who served in the Kennedy, Johnson, Nixon and Ford administrations, including as Deputy Special Representative for Trade Negotiations with ambassadorial rank. His government career is fully documented. In the last year of his life he began saying on social media and in interviews that in the early 1960s, while working for the Pentagon on nuclear-test effects, he was told by the CIA's Richard Bissell about recovered 'otherworld technologies', and that he himself handled a piece of such material.
The claim rests entirely on Malmgren's recollection more than sixty years after the fact. Bissell died in 1994 and left no such statement. Malmgren's daughter, the economist Pippa Malmgren, has said she was told versions of the story for many years, which supports that he believed it but does not confirm the events. Nothing he described has been produced.
