Matthew Brown is a former Defense Department intelligence analyst who has been identified as the author of the 2024 report titled 'Immaculate Constellation', which the journalist Michael Shellenberger entered into the record of the House Oversight hearing in November 2024. The report describes an alleged unacknowledged special-access programme collecting imagery and sensor data on UAP, and it was written, according to Shellenberger, by a serving officer who had seen the material. Brown came forward under his own name in 2025.
