A twelve-page report, attributed to a former defence official, describing a Pentagon special-access programme that collects imagery and sensor data of UAP and has done so for years. Shellenberger read it into the record in November 2024; the Pentagon said no such programme exists. Matthew Brown later identified himself as its author.
