The Air Force investigative file on a physicist who reported filming lights over the Manzano weapons storage area and intercepting signals he believed came from craft. It records his complaint, his briefing of senior officers, the office's decision not to pursue it, and a senator's inquiry. Doty's later account of feeding him false material is not in the file.
