Davis worked with Hal Puthoff at EarthTech International, wrote AAWSAP reference papers on wormholes and warp drives, and is widely identified as the author of the 2002 notes recording a conversation with Admiral Thomas Wilson. He has not confirmed the notes publicly. He has said he briefed Congress on retrieval programmes.
